The Attribution License states that you must attribute the work in the manner specified by the author or licensor. However, this condition is universally waived by the author, who allows any reuse without attribution. Why then use an attribution license? Because it seems to be the default minimal form of the Creative Commons license.

The Attribution License also states that for any reuse or distribution, you must make clear to others the license terms of this work, preferably by reusing the above link to the corresponding Creative Commons web page. However, this condition also is universally waived by the author, who allows reuse without having to indicate either the source or the license terms.

The only function of the present license is therefore simply to prevent someone else from copyrighting the contents of this website. But does the mere creation of this page suffice for this purpose, or there are other steps that must be taken to establish a Creative Commons copyright?
